In 1997, before the Pope's visit to Rio de Janeiro, Captain Nacimento of SPOB (Special Police Operations Battalion) is assigned to eliminate the threat posed by drug traffickers operating in the dangerous slums near the residence of the Pope. Captain Nacimento is seeking someone who can replace him as captain's wife is pregnant, and he's going to leave and become SPOB mentor new recruits. Meanwhile, two other idealists Neto and Matias are beginning to serve in the military police, expecting to become honest policemen and fight crime. However, they face a military police corruption, lack of professionalism and bureaucratic idiocy. After a serious incident in the Moro da Babilonia they decide to join the ranks of SPOB. Ways of Nacimento captain, Neto and Matias are closely connected for several months, beginning in the period of hard training for the operations against drug traffickers. Nacimento believes that Neto could replace him, but for the impulsive nature Neto it is a difficult decision. Later nominated intelligent Matias seems to be correct choice, but Matias needs to prove that he has a heart.
